Arrest reports are completed at the scene, and the booking copy is sent
with the patrol officer who transports the suspect to the city lock-up.
The rest of the report is added to the arrest package, which is completed
later back in the office. This process is repeated for as many arrests as

covered with steel grates on the inside and three-quarter-inch plywood
on the outside. This is the location where Varian Hogan said he was
